What the licence actually requires
A licensed promoter must register each job order, deposit a security against it, use the prescribed employment contract, and process every worker through the Protector of Emigrants. Each of those steps produces a record — and it is those records that give a worker standing if a dispute arises overseas.
Why unlicensed agents are a serious risk
An agent operating without a licence leaves no trail. If wages are withheld or conditions differ from what was promised, there is no registered job order to point to, no protector stamp, and no security deposit to claim against. The worker carries the whole loss.
How to check before you commit
Ask for the licence number and confirm it with the Bureau. Ask to see the registered job order for the position you are applying to. A licensed promoter will provide both without hesitation, because both are matters of public record.
What you should never be asked for
You should never be asked to pay for a visa itself, and every payment you do make should come with a receipt. If either of those norms is broken, treat it as a reason to stop and verify.
